Boogeyman Leader tactic: Drown your employees in paperwork and bureaucracy that you deem is necessary for control. Ensure that employees spend more time informing you of their progress than actually working or doing the task. Be highly critical if they make even slight errors in their reports or updates to you. Remind them of their report submitting incompetence in meetings. Insist on duplicity. Demand formal memos, duplicate electronic memos and constant updates to you, due as frequently as possible. Triplication is good. Ignore most of them but concentrate on any mistakes and never let them forget how great a bureaucrat you are compared to them. Only give harsh negative feedback on their reports never encouragement. Use a dark red pen to write sarcastic derogatory comments on their reports. Give grades like F+ F, F-, F--etc. Make it even more effective by sometimes never reading them or commenting on them unless there are errors in procedure not substance.

I once had a boss in a meeting who publicly ripped up a monthly report from an employee. His only remark was that it was not worth the paper it was printed on. Some of the torn scraps fell on the floor and he just left them there.
